El Centro de competencia en contratos y contratación pública coordina y asegura el control sobre la adquisición de servicios. Los tramites a cumplir se basan en la Ley Federal sobre contratos públicos (LMP), en las ordenanzas correspondientes a los contratos públicos (OMP) y en las directrices internas de la COSUDE.

Las adquisiciones por un valor desde 50 000 CHF y más por bienes y desde 150 000 CHF y más por prestaciones de servicio se hacen mediante un concurso. Cuando las demandas tienen un valor desde 230 000 CHF y más se realiza un procedimiento oficial de licitación.

SDC’s Global Program Water Initiatives Call for Concept Notes of Project Proposals addressing issues of Transboundary Groundwater Governance and Management and Aquifers Geogenic Contaminents Information and Management Tools

Task description:

The SDC Global Program Water Initiatives is looking for new projects or initiatives addressing issues of :

  1. Transboundary Groundwater Governance and Management :
    About 300 transboundary aquifers have been identified all over the world. In many areas, these aquifers underlay regions of acute water shortage. Thus, the issues related to those aquifers are multidimensional, regarding scientific, legal, socio-economic, institutional and environmental aspects. SDC/WIs is particularly interested in transboundary aquifers located in regions knowing stress on their water resources, as for example sub-Saharian, central American and central Asian countries. The main objectives are to develop a better knowledge on these aquifers, to establish cross-border dialogue and to develop shared management tools.
  2. Aquifers Geogenic Contaminents Information and Management Tools :
    Many governments are aware of the health problems associated with these geogenic contaminants, institutional structures to provide contaminant-free drinking water are often not in place. Helpful tools for information management, decision making and awareness building are absent. Therefore, SDC WIs wants to support the development of appropriate innovative tools, with a potential of global application.

For both thematic priorities, proposals must be linked to international networks, with a potential for strong international advocacy. Proposals have to be relevant at global level and to be implemented in context that allows for testing, replication, up scaling and/or mainstreaming in the next 5 years.

Promoting skills development and employment creation in the Great Lakes. Overall goal: To contribute to increase employment and income generation to rural population by improving their access to quality and labour market oriented VTCs

Task description:

While the Government of Rwanda aims at becoming a middle income, an export- and service-oriented economy, operating as knowledge-based service hub by 2020, Rwanda’s economy remains characterized by a lack of qualified workforce, especially in the technical sectors.

Therefore, to address the structural insufficiencies of the labour market, the Swiss Agency for Development and Cooperation (SDC) is initiating the 12-years program "Promoting skills development and employment creation in the Great Lakes region" to enhance the current Technical and Vocational Education Training (TVET) system. This program aims at contributing to increase employment and income generation of the rural population by improving their access to quality and labour market oriented vocational training. The object of this tender is the planning and preparation as well as implementation of the first phase of the present project.

A more detailed description on the desired thematic orientation of the proposals is given by the bidding document "Promoting skills development and employment creation in the Great Lakes region". The concept notes for project proposal have notably to fulfil the following mentioned tasks (“must” tasks) :

  1. Planning and preparation of Project Phase 1 (ca. July – mid-September 2012), including the conduction of a feasibility study and a broad assessment of the TVET sector in Rwanda, with a focus on the Western province. The organization shall also outline perspectives of the employment sector, analyse the existing TVET system in collaboration with the Rwandan Workforce Development Agency (WDA) and elaborate recommendations on the policy level. The preparation phase aims eventually at evaluating whether developing regionally harmonised TVET certificates within the East African Community (EAC) and the Economic Community of the Great Lakes Countries (CEPGL) would be relevant.
  2. Conduct a planning workshop in Rwanda and develop the Project Document (ProDoc) for a programme covering at a first stage Rwanda. Intervention strategies for Burundi and then DRC (South Kivu) shall only be developed in the first phase of implementation. The ProDoc must notably include a logical framework, a project implementation/intervention plan, a risk assessment and a detailed budget. Monitoring and evaluation tools shall be outlined as well.
  3. Management and implementation/facilitation of the Project Phase 1 (November 2012 – October 2015). This phase shall facilitate the work of public institutions and other partner organizations in the TVET sector and the private sector by providing technical assistance, expert advice and support in their capacity building, and planning, implementing and monitoring their activities related to the strengthening of TVET within the project’s framework. Moreover, it shall implement in close cooperation with local stakeholders certain project activities, as required, such as: Training of trainers, developing and adapting demand-driven training programs and manuals, establishing of centres for continuous training.

Governance and Decentralization Program (GDP) in Mongolia - Pilot for Civic Engagement at Sub-National Level: Module 3.1: Civic Education; Module 3.2: Participatory Decision Making; Module 3.3: Horizontal Learning; Module 4.3: Social Accountability Tools for M&E

Task description:

The Swiss Agency for Development and Cooperation (SDC) has been requested by the Mongolian authorities to provide technical assistance in the decentralization and democratization reform process. Both the President and Prime Minister of Mongolia have stressed the importance of decentralization, democratization, enhanced public participation and accountability at local level. In response, SDC is implementing a comprehensive Governance and Decentralization Program (GDP) under the guidance of the Government of Mongolia since April 2012.

The overall goal of GDP is to foster sub-national governments which are democratic, empowered and accountable to citizens, and which provide services responding to citizens’ needs. The Program has 4 components which are: 1) Policy Support and Research; 2) Strengthening PFM at Sub-National Level; 3) Fostering Civic Engagement at Sub-National Level; and 4) Bringing Public Services to Citizens' Doorsteps.

SDC is tendering a first phase of implementation for a pilot on Civic Engagement under Components 3 and 4. Component 3 addresses the limited participation of citizens in sub-national level decision making by strengthening civic engagement processes. Component 4 introduces social accountability tools with the aim to improve the quality of public service delivery and access. The subject of this tender refers specifically to the following Modules under GDP Components 3 and 4:

The first phase of GDP spans over three years from April 2012 to March 2015. An SDC budget of CHF 6,324,000 is planned for the first phase of implementation of the entire GDP. A total amount of no more than CHF 1,400,000 is allocated for the implementation of the first phase of Modules 3.1, 3.2 and 3.3 of Component 3 and Module 4.3 of Component 4.

Governance and Decentralization Programme (GDP) in  Mongolia - Preparation and Implementation Phase for Component 4, Module 4.2: «Pilots for Innovative Service Delivery» (PINN)

Task description:

The Swiss Agency for Development and Cooperation (SDC) has been requested by the Mongolian authorities to provide technical assistance in the decentralisation and democratisation reform process. In response, SDC is implementing a comprehensive Governance and Decentralisation Programme (GDP) under the guidance of the Government of Mongolia since April 2012. The overall goal of GDP is to foster sub-national governments which are democratic, empowered and accountable to citizens, and which provide services responding to citizens’ needs. The programme has 4 components which are: 1) Policy Support and Research; 2) Strengthening PFM at Sub-National Level; 3) Fostering Civic Engagement at Sub-National Level; and 4) Bringing Public Services to Citizens' Doorsteps.

Component 4, “Bringing Public Services to Citizens’ Doorsteps”, will build on the experience with decentralised public administrative service delivery gained through the One-Stop-Shop (OSS) service delivery model in Mongolia, a project that was implemented by the NGO Human Security Policy Studies Centre (HSPSC) with financial support from SDC. The outcome of Component 4 of GDP seeks that “customer-friendly service access for all citizens is guaranteed at sub-national level”. While it builds on the achievements of the OSS project, its goal is not to replicate the OSSs across soums and capital city khoroos. Under its Module 4.1, implemented by HSPSC, it aims to consolidate the existing OSS model. Under Module 4.2, feasibility studies will be conducted to assess the possibility of piloting innovations in public administrative service delivery.

Under Module 4.2 a preparation and implementation phase will be tendered in order to conduct comprehensive feasibility studies assessing the possibility of implementing pilots for innovative service delivery. Subject to the results coming out of these studies, a first phase of Module 4.2 would be implemented after the preparation phase conducting pilots in selected soums and khoroos using information and communication technology (ICT) tools. ICT would be utilised as a means to establish innovative service delivery channels, and to enhance access to public administrative services for citizens. A special emphasis is put on reaching excluded citizens living in remote soums and in the ger settlements (peri-urban area) of Ulaanbaatar city. The feasibility studies will have to examine the possibility of pilot interventions for innovative service delivery in the following three areas:

  1. One Window Interface (OWI): OWI would allow a government official in a soum or khoroo to provide public administrative services to citizens by accessing several line ministry and line agency databases using a simple software interface;
  2. Certified Service Providers (CeSeP): CeSeP would open up public administrative service delivery to the private sector in selected soums and khoroos using a Public Private Partnership (PPP) model;
  3. Simplified Processes and Increased Services (SiPIS): SiPIS would introduce the usage of the newly accepted e-signature law and the forthcoming smart ID card in Mongolia in order to enhance service access and delivery in selected OSS.

El texto de la licitación contiene las indicaciones esenciales sobre el proyecto, el procedimiento de adjudicación y el tipo de documentación necesaria para participar en el concurso.

Informaciones sobre las licitaciones
En la evaluación de las ofertas, la buena comprensión del proyecto y de su contexto tienen una gran importancia. Se deben presentar los conceptos y los métodos de ejecución del mandato y formular las consideraciones relativas a los riesgos y posibilidades del proyecto. Además es muy importante dar una visión clara y precisa de los medios requeridos en el proyecto (recursos humanos y financieros, medios materiales, etc.) y una presentación concreta de los procesos institucionales y de organización deseados. Las calificaciones y la disponibilidad garantizada del personal clave son factores decisivos en la adjudicación.
La oferta financiera reposa sobre unas indicaciones de carácter estructural que facilitan la posibilidad de establecer una comparación entre las distintas propuestas. Aunque los aspectos financieros no son los elementos más importantes a la hora de evaluar una propuesta, se espera que ellos estén dentro de los parámetros de precios existentes en el mercado.

Tarifas
En el curso de las negociaciones se definen el volumen del mandato y las tarifas. El sistema de remuneración de la COSUDE se basa de manera esencial en la valoración de los servicios demandados teniendo en cuenta las aptitudes particulares de las personas encargadas de su ejecución. En los contratos estas valoraciones dan las indicaciones cuantitativas necesarias para establecer las tarifas que por regla general no pueden sobrepasar los topes generales establecidos.
